A possible victory for environmentalists, Dems, and America, but still a bad bill.

The bill is scheduled to go to the House floor today, but passage is still uncertain. Among other things, it still contains a last-minute provision that could result in a sell-off of millions of acres public lands, and cuts to social programs that will be used later in the session to offset tax cuts largely for wealthier Americans.

If the House passes a Budget Bill, it will have to be reconciled with the Senate version, which includes language to open the Arctic Refuge to drilling. That would happen in a Conference Committee, and Senate leadership will push hard for oil development in the Refuge.

So keep writing to your senators and representatives. It ain't over yet.
